In Fall 2015, two regional agencies (ABAG and MTC) were planning a consolidation of operations. Several cities provided feedback on the proposed merger, with Moraga sending a letter on October 15, 2015.
In part, the letter reads:
"The Council urges ABAG and MTC to first hire an independent, unbiased third party to analyze and provide recommendations to accomplish a full merger..."
Why is this ironic two years later? Because Moraga has declared a fiscal emergency and, while many residents have urged the council to hire an independent, unbiased third party to analyze and provide recommendations regarding town organization, operations, efficiency, and the turnaround efforts required to "exit" the fiscal emergency, the Town Council has refused to do so.
